Points report for your room: are you paying too much?

More than half of all student rooms in the Netherlands are rented out above the legal maximum price. Most tenants are unfamiliar with the points system for student rooms and never find out they are overpaying. A points report shows exactly how many points your room scores and what your maximum rent should be.

The maximum rent for a room is determined by the housing valuation system for non-self-contained dwellings (woningwaarderingsstelsel voor onzelfstandige woonruimten, or WWSO). This points system scores your room across 13 categories, from floor area to energy label. The total determines your maximum legal rent.

What is in a points report?

A points report for a room contains a rental points calculation across 13 categories. The main components:

  • Floor area of your room (5 points per m²)
  • Shared facilities (kitchen, bathroom, living room)
  • Energy label of the property
  • Heating (private and shared)
  • Sanitary facilities, outdoor space, and special provisions
  • WOZ value (does not count for rooms)

For rooms, floor area is weighted heavily: 5 points per m² for your private rooms. Shared facilities like the kitchen and bathroom are divided by the number of rooms at the address. The total is converted into a maximum rent using the government rent price table.

Why do students often overpay?

The housing shortage in the Netherlands is severe. When you finally find a student room, you sign the contract quickly without checking the price. The points system often reveals that the rent is well above the legal maximum. The result: many tenants pay €50 to €150 too much every month. That is €600 to €1,800 per year in money you lose as long as you do nothing.

Your landlord is required to provide a points report

Under the Affordable Rent Act (Wet betaalbare huur), landlords must include a points assessment with every new rental contract signed from January 1, 2025 onwards. Municipalities enforce this and can issue fines up to €22,500 per property. This applies to all rooms in the regulated sector.

Did you not receive a points report? You can still ask for one. And even without a report, you can calculate your rental points yourself and check whether your rent is correct.

What to do if you are overpaying

If your points calculation shows that you are paying too much rent, you can take action. Write to your landlord with your calculation and request a rent reduction. If your landlord does not respond or refuses, you can file a case with the Rent Tribunal (Huurcommissie, €25 for tenants).

The Rent Tribunal can retroactively lower your rent, going back up to 6 months. This applies even if you have already signed the contract. Check your rent in a few minutes.

Common misconceptions

No report received = the points system does not apply

The points system always applies, even if your landlord did not provide a points report. Since January 1, 2025, a points assessment is mandatory for new contracts, but even with older contracts you are entitled to a maximum legal rent.

Contract signed = nothing you can do

You can have your rent assessed even after signing. With a temporary contract, you can do this during the entire lease and up to 6 months after. With a permanent contract, you can always request a rent reduction if you are overpaying.

A points assessment costs hundreds of euros
